Senate Staff Leadership Appointments:

Senate Majority Leader John J. Flanagan today announced the appointment of David Previte as Counsel to the Majority. Previte previously served as Senior Counsel to the Republican Majority, focusing on Health, Medicaid, Racing and Wagering, and Elections.  Previte, the former General Counsel and Chief Operating Officer of the New York State Republican Party, is also the Senate’s Parliamentarian.

As part of the overall transition, Flanagan has elevated James Curran to First Deputy within the office. He recently served as Special Counsel to the Majority Leader and advised the conference on education issues.  As part of his portfolio, he will be responsible for labor issues.

In addition, experienced staffers Lisa Harris, Jonathan Federman and Nicola Coleman will each take on increased leadership roles within the office.

Harris is the Senate’s Floor Counsel and has worked on issues relating to economic development, transportation, consumer protection, and ethics.  She has served as Executive Deputy Director and General Counsel to the Consumer Protection Board and served as an Assistant Attorney General in the New York State Office of the Attorney General.

 Federman recently returned from the private sector to continue his public service in the Office of Majority Counsel and Program as Special Counsel focusing on economic development initiatives, revenue, and special projects. He previously served as Assistant Counsel to Governor Pataki and as a law clerk to the Honorable Richard Wesley on the New York State Court of Appeals.Â

Coleman is Senior Counsel to the Majority, specializing in housing and health insurance.  She has worked in state government for more than a decade, including as a counsel at the State Department of Health.

DiNapoli: Audit of State Agencies Recommends Better Tracking of Food Purchases From Local Farmers

Effort Could Boost New York Agriculture

The Department of Agriculture and Markets (Ag&Mkts) and the Office of General Services (OGS) are now directing all state agencies to submit better reporting of their purchases of New York produced foods according to an audit released today by State Comptroller Thomas P. DiNapoli found numerous problems.

“In 2013, in an effort to boost New York based agriculture, state law was changed to encourage state agencies to buy local and track how much the state was spending on food,” DiNapoli said. “My auditors found the implementation of the program needed improvement. The tracking of purchases was not up to par and state agencies were not always given the necessary guidelines or training to buy more locally produced foods. With changes put in place since our audit began, New York farmers and food producers could see increased business from the state.”

To assist agencies in increasing their purchases of New York grown agricultural products and promote local farms and agricultural businesses, state law requires OGS and Ag&Mkts to develop regulations, establish guidelines, and provide training on New York state food purchasing to agency personnel.  More here…

JCOPE ISSUES CALL FOR PARTICIPANTS IN A PUBLIC HEARING AND COMMENTS ON PROPOSED COMPREHENSIVE LOBBYING AND SOURCE OF FUNDING DISCLOSURE REGULATIONS

 

The New York State Joint Commission on Public Ethics (“Commission”) today issued a call to concerned individuals, particularly members of the lobbying regulated community, seeking comments on the Notice of Proposed Rulemakings for Comprehensive Lobbying Regulations and Source of Funding Disclosure Regulations and participants for a public hearing on the regulations.

 

The hearing will be held on Monday, October 30, 2017, in Hearing Room A of the Legislative Office Building, 198 State Street (corner of South Swan Street), Albany, NY 12247, from 1 p.m. to 4 p.m. All public comments must be submitted by 5 p.m. on October 16, 2017 to Carol Quinn, Deputy Director of Lobbying Disclosure, at carol.quinn@jcope.ny.gov.

 

Testimony at the public hearing will be limited to 10 minutes per person to allow as many people as possible to speak. The Commission reserves the right to group speakers into panels. Those wishing to present prepared testimony to the Commission at the public hearing are requested to notify Carol Quinn by email and submit that testimony by 5 pm on October 16, 2017. In this message, please include a copy of the testimony and provide a telephone number and email address. Speakers are also asked to bring 10 copies of their remarks to the hearing.
